Norwegian Lottery Company Norsk Tipping Fined £3.4 million

Norwegian lottery company Norsk Tipping have been fined £3.4 million by the country's gambling regulator Lottslift. The fine comes after a recent problem where players were told they’d won far more than they actually had.

That incident it appears was anything but a one-off. The gambling regulator has stated that the fine was imposed because of consistent failings for two lottery games that Norsk Tipping sells tickets for.

In June 2025, a mathematical error led to players being  informed by Norsk Tipping of EuroJackpot wins far higher than had actually been won.   The mistake led to the resignation of  Norsk Tipping CEO Tonje Sagstuen.

The amount players win is given to the company in euros. They then need to convert that total into Norwegian kroner. Rather than dividing the euros total by 100, somehow they multiplied it by that figure leading to the inaccurate inflated totals.

More mistakes

Now an investigation has confirmed that those customers playing in some EuroJackpot and Lotto draws were more likely to be successful than others. This was the case if playing as a syndicate, part of a gaming club or co-operative banks.

Norsk Tipping has admitted the error and that it had been happening in the quarterly Lotto Super Draws for ten years and in EuroJackpot since 2016.  As a result, the error had led to syndicate players being "overrepresented" since 2021. In 2022  a wrong number was given out in a Mega Millions draw.

Lottstift  announced that since 2023, there has been at least 108 draws in the two lotteries that had been affected by the errors..A warning had been given to Norsk Tipping in November 2024 and January 2025 but the problem continued.

“Gross negligence”

The regulator commented that therefore, “several million players have annually, over several years, participated in a large number of supplementary draws in these games that have not been carried out correctly.”

They added that this “constitutes a very serious breach of the Gambling Act.” and a violation that is both “gross negligence” and  “undoubtedly substantial.”
